The three
Logo left — branding at the left edge, the menu beside it, then the social icons, the search icon and the button at the right. The conventional news-site bar, and the one that fits the most menu items before it runs out of room.

Logo center — branding centred, the menu on the left of it, the icons and button pinned to the right edge. It reads as a magazine masthead. It needs a short site name and a short menu: both halves have to fit beside a centred block, so a seven-item menu wraps badly here.

Nav below — branding centred on its own row, then the menu on a full-width strip underneath, with the icons to the left of the logo and the button to the right. This is the layout for a real masthead: a large site title and a wide navigation row, the shape a printed front page has.

On Nav below, the menu strip has its own hairline and spans the full window width, so it lines up with the bar’s own edge rather than stopping at the content column.
Desktop only
Below the tablet width (768px) every layout collapses to the same bar: branding on the left, the search icon and the hamburger on the right. The menu moves into the mobile drawer, and the header button moves to the foot of that drawer, full width.
That is deliberate — three different phone headers would be three different things to get wrong — but it means you cannot judge a layout choice on a phone. Use the Customizer’s desktop preview.
