Appearance → Customize → Typography → Logo font. Face, size (three boxes), weight, letter spacing, letter case.
It applies to the site title text in the header. An image logo is unaffected — an image is already set in whatever it was set in.
Why this control exists
Most small publications do not need a logo file. They need their name set well: the right face, a size that carries, and tracking that holds it together. That is what this control is, and it is the reason a Stoat site can look finished before anyone has opened a design tool.
Face
Empty means Same as headings, and that is the default.
For a wordmark, breaking that link is usually the point. A serif at a large size with tight tracking reads as a masthead; the same face at body weight reads as a heading that happens to be at the top of the page.
Size
Three boxes — desktop, tablet (≤767px), phone (≤479px). Default 1.2em.
Use the phone box. This is the one place responsive sizing really earns its keep: a title at 2.4em is a masthead on a laptop and a wrapping mess on a 375px screen. A rough pairing:

Large sizes want the Nav below header layout, which gives the title its own row, and more header padding around it.
Weight and tracking
Default weight 600.
A masthead is usually 700 or 800 with negative tracking (-0.02em to -0.04em) — heavy and tight, the shape a newspaper nameplate has. The other direction works too: 300 with 0.25em of positive tracking and Uppercase gives you the spaced-out fashion-magazine look. Both are deliberate; the middle of the range is where a title looks accidental.
Letter case
Uppercase is the default choice for a two- or three-word title. Add tracking with it — 0.05em minimum — or the capitals crowd.
