Appearance → Customize → Header → Button. Off until you fill it in.
Text and link
The button needs both Button text and Button link. A label with nowhere to go is not worth a slot in the bar, and a link with no label renders an empty box, so with either empty nothing is printed.
Open the link in a new tab does what it says, with rel="noopener" added for you. Use it for a checkout or a form on another domain; do not use it for a page on your own site.
Keep the text to one or two words. Subscribe, Join, Donate, Newsletter. The button is the narrowest thing in the bar and a four-word label is what makes a header wrap.

The corner is shared with every other button on the site — see button corner.
If the header is dark, Primary only works when the accent is bright enough to hold the bar; White and Outline are the safe pair.
When the reader is signed in
A call-to-action usually stops being true once someone has acted on it. Subscribe is the obvious case. When the reader is signed in has three answers:

On Show a different button, each half falls back on its own: fill in only the text and the link stays as it was; fill in only the link and the label stays. So Subscribe → /pricing/ can become Account → /pricing/ with one field.
You are signed in yourself while customizing, so the preview shows the signed-in version. Check the logged-out one in a private window.
With OwlDraft Publisher active, this select grows a fourth answer — hide the button for paid members but keep showing it to free ones — because “has signed in” and “has paid” are different questions and only the plugin knows the second.
On a phone
Below the tablet width the button leaves the bar and sits at the foot of the mobile drawer, full width. There is no setting for that; the bar has room for the branding, the search icon and the hamburger and nothing else.
