Stoat has no settings page of its own. Everything is in Appearance → Customize , plus four fields on the post, page and category edit screens.
Stoat’s sections sit below WordPress’s own in the Customizer list, in this order: Header, Archive, Single Post, Footer, Layout, Typography, Style, Misc — the parts of a page first, then the settings that cut across all of them.

Not in the Customizer
Four things live on an edit screen instead, because they belong to one entry rather than to the site.
