Every option Rural Blog adds lives in the WordPress Customizer, at Appearance → Customize. There is no separate theme options page and no extra dashboard menu to find.
The settings split along one line: content sections decide what appears, and the Design panel decides how it looks. So whether the header shows a search icon is under Header; how tall that header is and what colour it is are under Design → Header.

Two things worth knowing early
Nothing saves until you click Publish. The Customizer previews changes live, so you can move every slider in the theme, decide you hate it, and close the tab. Nothing on the live site changed.
Layout options do not cascade. The sidebar option in Single post only applies to posts; the one in Page only applies to pages. If a sidebar is not showing anywhere, check that it actually has widgets in it — the theme collapses an empty sidebar rather than leaving a gap.
