Buy a domain, point it at a host, and install WordPress on it. Most hosts will do all three for you in about ten minutes from a single signup form, so there is no craft to describe here. Come back when you can log in at yoursite.com/wp-admin and see the dashboard.
What Publisher needs from the host

Any host that offers “managed WordPress” clears all four. Shared hosting is fine to start on.
Set the two addresses now
Under Settings → General, make sure WordPress Address and Site Address are the https:// version of your domain, and that the Administration Email Address is one you actually read. Stripe receipts and licence notices go there.
